A Pan-European Consortium Driving Circular Economy

EVEN-CLOSER brings together a pan-European semiconductor circular economy consortium of 44 partners – industrial leaders, SMEs, universities, research organisations and regional stakeholders – combining expertise in semiconductor technologies, circular economy processes and innovation management to develop sustainable, scalable and resilient solutions for the European semiconductor value chain.

The Commissariat à l’Énergie Atomique et aux Énergies Alternatives (CEA) is a French research leader addressing challenges in energy, digital technology, and sustainability. Its projects include lithium-ion battery recycling and solid-state battery innovation, enhancing Europe’s resource efficiency and industrial sustainability. Partner contribution to the project: Non-Financial Support to Waste Operators (SMEs) such as KAJ: TBD10 kg/day scale PCB dismantling and loose electronic component sorting per elemental composition to enrich sorting bags in targeted critical elements above economic viability threshold. 10 kg/day Shredding of PCB when needed. Hydrometallurgy process step when needed as per available know-how. – WP2 Leader
Politecnico di Milano is a leading public scientific-technological university that merges education with industry to drive sustainability and innovation. EU projects focus on circular raw materials and semiconductor recycling, reinforcing its role in Europe’s sustainable industrial transformation. They will provide non financial support by bridging the innovations of BATMASS and MAECO.
The University of Twente blends technology, engineering, and social sciences to drive innovation and sustainability, contributing to European projects in renewable energy, smart materials, and water management, advancing Europe’s sustainable and resilient future. Will provide non financial support by validating KEPP EU’s wafers, producing circular silicon diodes that will be delivered to HTS.
University of Calabria (Italy)
The University of Calabria is a prominent academic institution in Southern Italy, renowned for its role in advancing innovation through EU-funded projects. They are the scientific coordiantors, ensuring the effective coordination, risk management, and seamless execution of the project’s objectives. Furthermore they will provide non-financial support to Monolithos by supporting the development of their recycling processes.- WP1 Leader.
University of Latvia – ISSP UL
The Institute of Solid State Physics, University of Latvia (ISSP UL), drives innovations in photonics, microfluidics, and IoT. Its projects include eco-friendly solar technologies and materials for fusion reactors, enhancing global sustainability and technological leadership. They will provide non financial support to companies KEPP EU and FILAR, by characterizing their products.
Tampere University (Finland)
Tampere University, recognized for its expertise in policy development and regulatory frameworks with a focus on aligning industry needs with regional and EU legislative, In EVEN CLOSER, will spearhead the integration of policy recommendations into actionable legislative updates, ensuring alignment with circular supply chain innovations. Providing non-financial support to KAJ.
University of Malta
University of Malta spearheads impactful projects in solar efficiency, marine litter removal, and photovoltaic cooling systems. As Malta’s top academic hub, it advances global sustainability and technological excellence. They will provide non financial support to companies KEPP EU and FILAR, by characterizing their products
Regione Calabria (Italy)
Calabria is a Low-income region in Southern Italy; the presence of activities with a higher technological content is limited, less than 1% of the total number of employed people in 2018 (2% in the South and 3.5% in Italy). Despite a positive experience with the S3 strategy in 2014-2020, there’s a need for more efficient solutions. The region’s membership in the M-ERA network aligns with this goal, providing collaborative opportunities and support in material science and engineering, potentially driving technological growth and economic upliftment. In EVEN CLOSER they will support their SMEs, map their semiconductors waste stream and collaborate with other regions for improving the legal framework needed for the scale up of the EU circular supply chain of semiconductors.
Agenzia Industrie Difesa (Italy)
The Agenzia Industrie Difesa (AID) is a public entity under the supervision of the Italian Ministry of Defence, established in 2001 to manage the Ministry’s industrial units with an industrial and commercial approach, In EVEN CLOSER, the activities of AID will all take place at the Stabilimento Militare Spolette di Torre Annunziata. (ITF3) This facility specializes in the refurbishment of light wheeled vehicles that have been decommissioned by the Italian Armed Forces and other state administrations. In EVEN CLOSER it aims to integrate the digital product passport in its products to increase the efficiency of re-manufacturing and recycling operations along the value chain.
Province of Overijssel (Netherlands)
Overijssel Province (NL21) is located in eastern Netherlands, sharing borders with Germany and key transport routes. With a population of around 1.2 million, it actively engages in European networks and EU-funded initiatives focusing on innovation, renewable energy, smart manufacturing, and sustainability. In EVEN CLOSER they will support their SMEs, map their semiconductors waste stream and collaborate with other regions for improving the legal framework needed for the scale up of the EU circular supply chain of semiconductors.

Circular Slovakia, established in 2018, drives the circular economy in Slovakia through initiatives like the Circular Academy, consultations, and projects such as the Visegrad Fund In EVEN CLOSER, they will lead efforts to enhance local circular economy practices by integrating advanced workflows and stakeholder collaborations.Furthermore, they will support the repair and refurbishment of electronics trough methodologies developed in collaboration with the local ecosystem in Western Slovakia. . All their activities will be conducted from their Research and development office in Levice (SK02)

FERAGAME is a leading Northern Italian company specializing in WEEE recycling since 2010, known for its advanced robotic systems for disassembly and recycling. In EVEN CLOSER, they will leverage their robotic expertise to optimize the automated disassembly processes for end-of-life photovoltaic panels.

Solar2Cycle specializes in recycling end-of-life solar panels, achieving an impressive 86% material recovery, including glass, silicon, and metals. Their work reduces waste, conserves resources, and promotes sustainability in solar panel production. In EVEN CLOSER, they will contribute their expertise to develop efficient processes for material recovery and reintegration from degraded photovoltaic panels..Furthermore they will optimize processes for high-purity silicon recovery and reintegration into circular production systems WP5 Leader

Filar OptoMaterials, established in 1997 and based in Tortolì, Sardinia, is a family-run European manufacturer and of laser-grade crystals and optical components for the photonics industry. The company’s product portfolio includes alexandrite, rare‐earth-doped YAG and mixed garnets, scintillators, lenses, windows, cavity mirrors, filters and flow tubes, all tailored for solid‐state laser applications. Its facilities span 15,000 m2, equipped with crystal growth stations, optomechanical shaping machines and vacuum coating lines, enabling bespoke solutions to client specifications. Filar OptoMaterials serves diverse markets—medical imaging and therapy, renewable energy, space missions (including European EarthCARE and Aeolus LIDAR payloads), atmospheric monitoring, safety systems and scientific research. In EVEN CLOSER, they will contribute their expertise in sustainable polysilicon production to support closed-loop semiconductor value chains briding the innovations developed in the SMART GROWTH I3 project.

BORG Automotive Sp. Z O.O. specializes in remanufactured automotive parts, utilizing 3D printing technology to produce spare components for both vintage and modern vehicles. In EVEN CLOSER, they will provide expertise in circular manufacturing by integrating recovered and remanufactured PCBs into automotive applications.

Founded in 1988, ECOSISTEM S.R.L. provides advanced waste recycling, pollutant treatment, and safe disposal solutions, prioritizing environmental protection and regulatory compliance. In EVEN CLOSER, they will host and operate the Calabria PV Recycling Hub, driving innovation in end-of-life photovoltaic panel recycling.

KEPP EU, based in Riga, Latvia, specializes in silicon purification technologies, using innovative methods like Electron Beam Zone melting to produce high-purity silicon for semiconductors. Their patented advancements are recognized globally. – WP6 Leader
PISTRICE
PISTRICE is a pioneering maritime organization blending sailing heritage with advanced environmental and engineering solutions, driven by a multidisciplinary team of expert engineers. In EVEN CLOSER they will lead the design and integration of mobile CRM recovery units on maritime vessels, demonstrating innovative circular resource management in isolated regions. Furthermore they will support the effective development of synergies within the consortium and with other EU projects fostering the principles of collaboration needed in the sailing industry.
Kajaanin Romu (Finland)
Kajaanin Romu Oy, founded in 2004 in Kajaani (FI1D), recycles 60,000 tons of metal annually, with approved plans to expand to 139,000 tons. As a Nordic circular economy leader, it advances sustainable resource use and collaborates in EVEN CLOSER to scale AI-driven PCB sorting to TRL 9 for efficient material recovery.

Safetyneer oy is a Finnish consulting company (FI1D) specializing in services related to sustainability, management, and environmental legislation. In EVEN CLOSER they will identify and remove the legal barriers linked to e-waste transportation, environmental permitting and eco-design that would hinder the scale-up of the DIs, hence the industrialization of the sector in the EU. MALTAccelerate (MT00) supports climate-tech startups and digital transformation, it partners with EIT Climate-KIC to run the Malta ClimAccelerator, offering tailored support and funding for climate-focused startups. RBZ is a Spanish tech leader specializing in advanced electronics and embedded systems, with a dynamic team driving innovation and ensuring quality through industry certifications. In EVEN CLOSER, they will support hardware development and validate electronics for circular applications.
Asekol SK
Founded in 2010, ASEKOL SK manages waste collection, recycling, and recovery for electrical equipment, batteries, and packaging. It’s Slovakia’s leading producer responsibility organization for portable batteries, accumulators, and consumer electronics. In EVEN CLOSER, Asekol will improve its recycling capabilities, particularly focusing on the recovery process for Tin and Lead that will be re-introduced in production of PCBs by HTS. Asekol is based in Bratislava, but they will operate trough their facility in Western Slovakia

Trough EVEN CLOSER, SEMG contributes to establish the needed logistic networks for the industrialization of the European circular semiconductor value chain efforts, ensuring regulatory compliance and fostering collaboration among SMEs furthermore, SEMG’s will optimize and deploy eco-friendly logistics solutions, including lightweight electric vehicles, to ensure efficient and spill-free e-waste collection and transportation within Calabria

MA.ECO. S.R.L., established in 2001, specializes in waste recycling and recovery in Sicily (ITG1). In EVEN CLOSER, they scale up recycling processes for critical battery components, advancing BATMASS methodologies to TRL 9 at their facility. Using advanced separation and hydrometallurgical techniques, they will produce high-purity materials for new lithium-ion cells, promoting sustainability.
Quantum Ket
Quantum Ket (ITF3) combines quantum technologies and AI to solve complex challenges, with a focus on security and post-quantum cybersecurity. In EVEN CLOSER, they scale post-quantum cryptography algorithms with Forkbomb BV, enabling secure data handling and transfer for defense-generated waste through Fiber Telecom’s system, bridging defense and civilian recycling workflows.

Fiber Telecom, based in Milan with most operations in Sicily (ITG1), is an Italian wholesale network operator serving Internet and Cloud providers. In EVEN CLOSER, they develop a customized Telcom infrastructure needed to host the post-quantum cryptographic DPP system to securely transfer sensitive data, enabling the transition of defense-generated waste into civilian recycling plants.

Iride Consulting, based in Palermo (ITG1), specializes in branding, digital marketing, and communication strategies. In the EVEN CLOSER project, they lead a communication strategy to boost acceptance of circular products, engage stakeholders, and highlight technological advancements, collaborating with CLOSER and BATMASS I3 projects when possible.
Green Blue Modern Solutions
Green Blue Modern Solutions, based in Thessaloniki (EL52), specializes in research and private-sector collaborations, focusing on sustainability through technologies like cloud services, remote sensing, and industrial digital twins. In the EVEN CLOSER project, it defines user requirements for the Du-DPP system and fosters inter-company collaboration.
MONOLITHOS
Monolithos Catalysts, based in Greece, specializes in recycling automotive catalysts and producing EU-compliant converters. In EVEN CLOSER, they optimize and scale hydrometallurgical leaching to recover Ga, Ge, and In from semiconductor e-waste, piloting an eco-friendly processes line for high-purity (>99.9%) metal recovery. All their activities will happen at their facility In Thessaloniki (EL52) – WP4 Leader
Resiaçores (Azores)

Resiaçores, operating across six of the nine Azores islands (PT20) specializes in sustainable waste management, handling hazardous and non-hazardous materials, and recycling e-waste.
It serves 100,000 inhabitants. The EVEN CLOSER project by enabling circular value chains through sustainable e-waste collection and pre-treatment. They ensure hazardous and valuable components are safely separated, aligning with waste hierarchy principles and preparing materials for advanced recycling and refurbishment.

Daltra Greentech Free Zone
Daltra Greentech Free Zone N.V., Aruba’s (*AW00) largest recycler, processes 10,000 tons of metal waste annually, exports 25-35 containers of non-ferrous and scrap metals monthly to global markets. In EVEN CLOSER, it enhances its recycling capabilities locally while also hosting the mobile CRM recovery units on maritime vessels, showcasing scalable, on-site recycling in resource-constrained environments.
HTS – High Technology Systems
HTS, (ITF6) an Electronics Manufacturing Services provider, offers end-to-end solutions, including HW design, PCB assembly, and functional testing, specializing in low-to-medium volume production.Their participation in projects like NEUROKIT2E.(Horizon) underscore a commitment to research and sustainable technology. In EVEN CLOSER, HTS adapts production lines to integrate recycled materials and silicon diodes, repaires high-quality PCBs, and validates their use in industrial and automotive applications while refining circular processes and contributing to the CLOSER project’s DPP system. – WP3 Leader
